This story is a little confusing. I understand the issue about making changes after the legal deadline, but it sounds like the town asked to have the assessment reduced, yet that would have cost them a lot of money. Obviously, the company wants the lower assessment. Can you explain the situation a little more clearly?

Sorry for the confusion. The town did ask the DOR to have the assessment reduced, but, as the column notes, town officials complained that they were strong-armed into doing so, and questioned the state’s legal authority to approve the reduction. Our earlier column quoted a town official saying he was warned by Dominion that legal battles over the issue could “bankrupt” the town.
