    The first step in dealing with pay to play, and not inconsistent with current money = speech laws, would be to prohibit a candidate/ recipient of a contribution from being advised who made any given contribution; disclosure of that info to a recipient being made a crime. Could be accomplished through an independent third party conduit. Of course there always could be an attempt to circumvent the law, but it would be a better system (and with clear enforceable guidelines) than the pathetic system we have now of legalized bribery.
